In the year 2014, the FCC awarded a low-power community radio station construction permit to the Community Empowerment Project Community Development Corporation (CEP). A group of citizens volunteered to help establish a local radio station and  received a lot of support to make the vision become reality. It was clear to everyone from the beginning that a community radio station would fill a media void in our community. One of the first steps taken by the group was to establish an identity by hosting a  radio station naming contest. Officially, by August 25 of the same year, the group decided that WOVE - "We are One VoicE"- would be the official name.

Since WOVE is a community radio station, then, the operating cost is  generated through donor support, general donations, and patronage of the facilities and services offered by the Community Empowerment Project.
